To this end, the State Council Information Office held a press conference to invite the Deputy Directors of the State Environmental Protection Administration, Wang Yuqing and Wang Jijun, to introduce the situation of China's environmental conditions in 2004. In their speeches, the two deputy chiefs mentioned the importance of clean production in the chemical industry.
Wang Jiyun said that the chemical industry can realize sustainable development of the entire industry and the national economy through the implementation of cleaner production and recycling economy with minimal energy and resource consumption and minimum emissions of pollutants. The chemical industry has built several environmentally friendly companies. These companies have done a very good job in terms of production and consumption, pollutant discharge, and comprehensive utilization of waste. They were awarded the title of Environmental Friendly Enterprise by the State Environmental Protection Administration in November last year. These companies include: Bayer (Wuxi) Chemical Co., Ltd., Shandong Lubei Enterprise Group Corporation, Sinopec Zhenhai Refining & Chemicals Co., Ltd., Nantong Acetate Fiber Co., Ltd., and PetroChina Dushanzi Petrochemical Company.
Wang Yuqing said that China’s heavy chemical industry has developed very rapidly in recent years and is a pillar industry that supports the rapid development of China, but pollution is also very serious. Judging from the trend of modernization and industrialization in China, the heavy chemical industry will continue to develop for quite a long time to come. Therefore, the environmental pressure is very high. SEPA will adhere to and earnestly implement the EIA and the "Three Simultaneous" system. All heavy pollution projects must be strictly monitored and the most advanced technology must be used to achieve the latest standards. He disclosed that on the basis of shutting down a batch of serious pollution-related projects such as small chemical industry during the “Ninth Five-Year Plan†and “Tenth Five-Year Plan†period, efforts will be made to continue to promote industrial restructuring during the “11th Five-Year Plan†period. At present, relevant departments are preparing a new list to prepare to shut down some enterprises with relatively backward technology, relatively small scale, and relatively serious pollution in the next five years. This list is expected to be released at the end of this year. In addition, the appropriate increase of pollutant discharge standards puts forward more stringent requirements for the governance of new and old enterprises. At the same time, the state will increase the supervision and management of polluting enterprises and raise the standards for the discharge of pollutants.
It is understood that during the "10th Five-Year Plan" period, hundreds of chemical companies in China passed the environmental management system certification.
At the press conference held on June 2 by the State Council Information Office, officials of the State Environmental Protection Administration stated that chemical industry is the industry that most needs to implement clean production and circular economy, and its clean production is of vital importance to the entire society.
